loadouts.meta file in GTA V controls what weapons different groups of pedestrians have. It also controls what weapons the player receives when they use a weapon cheat. This file is found found in ..\common\data\ai and can be edited with any text editor.
Name
The group of peds. Where is this set?
Items
CLoadOutWeapon or CLoadOutRandom
WeaponName
Name of the weapon set in weapons.meta.
Ammo
How much ammo the the ped will have for that weapon.
Flags
Available flags:
- InfiniteAmmo
- EquipThisWeapon
ComponentNames
Components attached to the weapon. Use the component's file name.
Chance
Random odds that the ped will have that weapon. Don't set this to make it a guarantee.
