CitizenMP:IV is a multiplayer modification for the 2008 PC port of Grand Theft Auto IV, which differs from other multiplayer modifications in that it doesn't reimplement networking frameworks, but builds upon the powerful framework by the Rockstar Studios, as also used in Max Payne 3 and Grand Theft Auto V.

CitizenMP:IV was a fan-made multiplayer modification for the PC version of Grand Theft Auto IV (2008). Developed by independent modders, the project aimed to provide a more flexible and scriptable online experience than Rockstar Games’ official multiplayer mode. The original project was discontinued in late 2015.

Overview

CitizenMP:IV was designed as a next-generation multiplayer framework for Grand Theft Auto IV. Unlike earlier community projects such as IV:MP, it did not attempt to fully replace Rockstar’s networking layer. Instead, it built upon Rockstar’s existing framework while adding high-level scripting capabilities and synchronization improvements.

Features included:

 • Support for AI pedestrians and traffic in multiplayer sessions
 • Synchronization of vehicles, weapons, and world objects
 • A scripting API based on the CitizenFX framework
 • Dedicated server hosting with community-driven game modes

Development and shutdown

The project was initially teased under the name CitizenIV in 2013, before being renamed to CitizenMP:IV during active development. Test builds were released in 2014–2015, and servers briefly hosted custom multiplayer sessions. However, due to technical challenges, limited adoption, and possible legal concerns, the original CitizenMP:IV project was discontinued by the end of 2015.

CitizenMP:IV Reloaded

In 2017, a separate development team attempted to revive the project under the name CitizenMP:IV Reloaded. This fork continued the original vision, maintaining compatibility with Grand Theft Auto IV while expanding scripting support and server stability.

Reloaded gained a modest player base, with community servers tracked through external statistics portals such as civ.sarrum.ru (now defunct). Development activity was hosted on GitHub under the citizenfx-reloaded organization. Despite initial enthusiasm, CitizenMP:IV Reloaded was discontinued in late 2022.

Legacy

Although short-lived, CitizenMP:IV is notable for laying the groundwork for the CitizenFX framework, which later powered FiveM, the most popular multiplayer modification for Grand Theft Auto V. Many of the synchronization and scripting concepts pioneered in CitizenMP:IV were refined and expanded in subsequent projects.
