This function sets a fake wanted level. Its effects can only be seen if the player has no wanted level. If the player does have a wanted level, its effects can only be seen after the wanted level is cleared. The radar will show the search zone and the HUD will display the wanted level but the cops will behave as if the player has no wanted level. The search zone will follow the player. To clear the fake wanted level, set the fake wanted level to 0.
