A total conversion is a mod that completely replaces an existing game with entirely new content.
If a GTA mod has either the same map, or the same mission scripts, or the same player model, or even the same old pedestrians... Pretty much the same anything, then it is not a total conversion.
You don't have new audio? Same old particles? Then it is not a total conversion. It is either a new map, a new player model, a new batch of missions, a bunch of new cars, or even a new set of weapons, but it is not a total conversion. There has yet to be a total conversion for GTA that has seen completion.
