Not a GTA3 format
The GTA3 format is different to what's described in this article. Each game uses a different number of columns, some of which even have different functions.
I'd suggest making a separate article for each format, somewhat like the

Difference between PoleShd and LightShd value
I am just collecting some information about this file to perhaps rewrite the article if I find some time. PoleShd and LightShd values are the amount of light (from 0 to 255 - guess this represents the R, G and B values of the light color, so the lightning can only be in grey scales) used for the shading algorithm. However dynamic shading will only be enabled if the object has flag 32768 set. However this is only true for the pole shading value - so what is the light shading value responsible for...
