dispatch.meta is a file in GTA V that controls the spawning of emergency services and evasion times of wanted levels. It also controls the zone-specific spawning of law enforcement in Blaine County and Fort Zancudo.

Parameters

Spawn delays

Spawn delays are divided by "min" and "max" times in seconds. Three response delay types exist, and have respectives times in seconds to spawn vehicles; they are defined as "SLOW", "MEDIUM", and "FAST".

LawSpawnDelayMin

Contains parameters of minimum response times for groups SLOW, MEDIUM, AND FAST.

Value: Integer in seconds for specific delay group, like <SLOW value="20.0"/>

LawSpawnDelayMax

Contains parameters of maximum response times for groups SLOW, MEDIUM, and FAST.

Value: Integer in seconds for specific delay group, like <SLOW value="20.0"/>

AmbulanceSpawnDelayMin

Contains parameters of minimum response times for groups SLOW, MEDIUM, AND FAST.

Value: Integer in seconds for specific delay group, like <SLOW value="20.0"/>

AmbulanceSpawnDelayMax

Contains parameters of maximum response times for groups SLOW, MEDIUM, and FAST.

Value: Integer in seconds for specific delay group, like <SLOW value="20.0"/>

Dispatch order distances

Dispatch order distances are exactly what they imply, being the minimum distance from the player that police vehicles will spawn. The values are all floating point.

Wanted level thresholds

Wanted level thresholds are the level of crime the player needs to reach to attain wanted levels. Idle crimes are controlled by crimes.meta, but hash keys for most crimes are found in crimeinformation.meta. The actual level given for crimes might be in crimetasks.ymt, which has not been decrypted yet.

Wanted level radius

Self-explanatory. Controls the radius in which a player is in to be considered "seen" by law enforcement. Escaping this radius initiates the cooldown. All values are in floating point. For some reason, these are altered in GTA Online.
