VC.Config is a compilation of tools by AK-73 that can let you edit the weather and traffic of Vice City.
VC:Weather
VC:Weather lets you edit VIce City's weather beyond what the timecyc.dat can do. The latest version is 0.9.2.
VC:Traffic
VC:Traffic lets you edit the flow and behavior of traffic and pedestrian. The latest version is 0.9.2.1.
