Changes follow camera offset to specifed offset (p2,p3,p4). BUT disables camera moving with mouse.
For example SET_FOLLOW_VEHICLE_CAM_OFFSET(1, 0.000, 0.550,0.00) - makes nice FPS view from vehicle dash board.
