This sets the lock status of car doors.
- 1 - unlocked car
- 2 - locked car - the player and characters refuses to enter the car
- 3 - locked for the player, not locked for NPCs
- 4 - locked, the player is stuck in the car
- 7 - locked, player can break in
etc.
NOTE: These may actually be bit flags instead, and the descriptions above may be combinations of flags!
