Water Level Customizer is a tool created by edisoncarter for San Andreas that lets you edit the basic water level and the wave height. It doesn't specifically edit where water can be placed.
Installation
You can just open the program anywhere in your computer. If the program cannot find where you installed the game, place it in the game's directory.
